CITY COUNCIL may finally act tonight on a much-delayed proposal for a huge billboard near the 1-95 bridge over the Rappahannock River.
We hope the decision is a firm “no.”
Developer Carl D. Silver wants to erect the billboard to advertise a motel and a restaurant. It would be quite an advertisement for Mr. Silver’s business interests — 150 feet long, half the length of a football field. Southbound motorists on 1-95 could hardly miss it.
Those motorists now see the wooded hills overlooking the waters of the Rappahannock. Their view is marred only by an old quarry.
If Mr. Silver has his way, though, another eye-jolter will assault the vision of the motorist—half a football field worth of billboard.
Mr. Silver argues that this is “the best possible use you could make of this land.” We disagree. Sometimes—and this is one of those times—the public interest is best
