“Herbert Foster’s not here,” Pete Luke noted, deliberating on whether it was proper to vote on Wood’s motion. “George, what do you think is advisable?”

Before Luke called for the vote, Fanning Baumgardner read from the section of the Virginia code that says counties shall adopt a master plan.
Latham wanted to know if Wood’s motion for the Planning Commission to stop work on the master plan drafted by Planning District Nine included the PEC map project. He was told it did.
“I’m not against planning,” Latham said. “I’m against the route they’re following.” Latham and Baldwin voted for Wood’s motion. Luke voted against.
“Mr. Chairman, I think your action is in violation of the Virginia state code,” Phil Irwin said.
“Well, you’ve got two conflicting legal opinions,” Commonwealth’s Attorney George Davis said. Irwin grinned.
