Commonwealth’s Attorney George Davis wasn’t so sure. “Like so many laws passed by the General Assembly, this was a good law—then someone amended it and took the teeth out.” Davis read more of the ordinance to the Board. It stated that the restriction against loaded weapons did not apply to law enforcement officials “nor to any person who reasonably believes that a loaded rifle or shotgun is necessary to his personal safety.” Davis wanted to know who was going to determine “reasonable belief.”
