On each and every motor vehicle, trailer or semi-trailer upon which welldrilling machinery is attached and which is permanently used solely for transporting such machiner, there shall be a license tax of Fifteen Dollars ($15.00).
SECTION 4. LICENSE TAX YEAR. A license tax year shall begin on the first (1st) day of May of each year, and shall expire on the thirtieth day of April of each year.
SECTION 6. ISSUING LICENSE DECALS: Any person, firm or corporation coming under the provisions of this Ordinance shall make application for license Von forms prescribed by the Treasurer of Rappahannock County, and upon payment of the required tax shall be issued as evidence. The decals which shall be conspicuously placed upon the front windshield adjacent to the Virginia inspection decal of the vehicle so licensed, in such manner as to be plainly visible. Failure to display such decals shall be a violation of this Ordinance, even though the license tax has been paid. No such license decal shall be placed upon any vehicle other than that for which it was issued. But such decals may be transferred from one vehicle to another in the same manner and under the same conditions as provided by the laws and regulations governing the transfer of State license tags.
SECTION 8. LOST DECALS: A delicate decal shall he issued upon affidavit of the applicant that the original decal has been lost. The charge for a duplicate decal shall be Two Dollars ($2.00).
SECTION 13. PENALTIES: Any person violating any provision of HH« Ordinance shall be guilty of a misdemeanor, and iqwn conviction thereof, shall be punished by a fine of not to exceed the sum of One Thousand Dollars ($1,000.00), and by confinement in jail not to exceed the term of thirty (30) days, as provided in Section 15.1-505 of the 1950 Code of Virginia, as amended; and trial of all violations of this Ordinance shall be enforced by proceedings before the General District Court of Rappahannock County, Virginia, in the manner and with like right of appeal as is provided in misdemeanor cases; and the Sheriff and all deputies and police officers of Rappahannock Cowity are hereby authorized to issue summons in writing to violators of this Ordinance for their appearance before said Court. All fines collected from any person, firm or corporation for violating any provision of this Ordinance, ipon conviction thereof, shall be credited to the general fund of the County and deposited by the County Treasurer in the same manner as that prescribed for other county monies. SECTION 16. EFFECTIVE DATE. The above amendments shall be effective on and after 12:01 a.m. on May 1, 1977. SECTION 17. PUBLICATION. The Clerk is directed to publish the foregoing amendments, pursuant to Section 15.1-504 of the 1950 Code of Virginia, as amended.
