A 2009 Citizens of the Year Hal and Beverly Hunter Photo by Molly Peterson There are many who volunteer their time, energy and more in Rappahanntick County - and then there are Hal and Beverly Hunter. County residents since 1968, the Hunters have, particularly in the past decade and most visibly over the past couple of years, put in countless hours looking after the continued health of Rappahannock's watersheds, its farms and viewsheds, its hungry people and its educar tional and arts communities. They have done so quietly, relentlessly - and cheerfully. For their work with the Rappahannock Friends and Lovers of Our Watershed i RappFLOW), the Rappahannock Food Pantry and Plant-a-Row program, historic districts and conservation in general. Beverly and Hal Hunter are being recognized jointly as Rappahannock News’ 2(X)9 Citizens of the Year. “The choice of Hal and Bev as Citizens of the Year is in some ways an inspired one, but in some ways a no-brainer,” said County Administrator John W. McCarthy, who has worked with them on many projects over the years. “It’s a no-brainer because it’s hard to imagine any couple that have given more of their time, efforts and energies to the community at large. Rapp News. is sold The Rappahannock News has been sold by its longtime owners to a group of local investors headed by Walter Nicklin, editor and publisher of the quarterly Piedmont Virginian magazine based in Warrenton. The announcement was made by Nicklin and Times Community News, the Loudoun-based media company whose founder, Arthur W. “Nick" Arundel, bought the then-century-old Rappahannock News in 1977 from a group headed by former U.S. Sen. John Warner. “It is not only an honor but also a truly exciting opportunity to take up the reins of the Rappahannock News," said Nicklin. of Amissville, who will serve as editor and publisher of the weekly paper. “We’welcome suggestions from loyal readers and advertisers on how to make the paper ever better.” Though he said he could not yet name them, Nicklin said Monday that the group includes “a representative mix of newcomers and old-time residents” of Rappahannock County. “While we w^ll now be truly locally owned and operated, we will continue to enjoy a valued professional relationship with the previous owners ... through joint marketing and production agreements,” said Nicklin. The transfer of ownership is effective Jan. 1, at which time Nicklin will take over the position held for the past two years by the paper’s editor, Mary Ann Kuhn, who also served as editor 2002-2005. Times Community, run by Arundel's son Peter Arundel, also publishes Warrenton's Fauquier Times-Democrat. the Loudoun Times-Mirror in Leesburg (the senior Arundel’s first newspaper purchase in 1963) and weekly papers in Culpeper and Gainesville. In June, it sold its Fairfax County Times to the Gaithersburg. Md.-based Gazette newspaper group, part of The Washington Post Company’s Post-Newsweek Media division. Diane Bruce to retire as Circuit Court clerk Bv Roger Piantadosi Rappahannock News Staff Writer After nearly 32 years as Rappahannock County’s Circuit Court clerk, Diane Bruce will be retiring March 1. “I’m not going anywhere. I’m just retiring,” said Bruce, 64, a fixture in the town of Washington, the county seat where she’s also lived for much of her tenure. Bruce was appointed by 20th Judicial Circuit judges Rayner V. Audit Bureau of Circulations www.rappnews.com THURSDAY, DECEMBER 31,2009 The torch is passed again This edition marks transfer of ownership and responsibility for the Rappahannock News after more than 30 years from the Arundel family still living next door in Fauquier County to new owners who have long made their homes here and become respected members of the Rappahannock family. The Rappahannock News was purchased by Arthur (Nick) Arundel from Sen. John Warner and a few friends in 1977. Since then, this county newspaper has become highly gifted with several great editors and general managers, among them Barbara Wayland, Anita Sherman and today by Mary Ann Kuhn who has immensely strengthened day-to-day news coverage and the reputation of this newspaper. It is with special gratitude to the people of Rappahannock County that the Arundel family now passes the torch of responsibility on to Walter (Buddy) Nicklin, in his own right a respected journalist and currently publisher of the successful and highly regarded Piedmont Virginian. We have full trust that he and his partners will now carry on that special responsibility and accountability to do what is right by, what is for and what is with the full trust and confidence of the people of Rappahannock County. Restoring health of Chesapeake Bay is in all of our interests Recent moves to address the poor state of health of the Chesapeake Bay watershed have led to increased attention to the problem. Unfortunately, this has led some groups to fear renewed efforts to clean up the bay and to seek to oppose efforts to do so. The Chesapeake Bay watershed includes an estimated 17 million people that all must do their part to reverse the negative impacts that are responsible for pollution in the bay. It is unfair to call on farmers to do more than their fair share. That said, given that much of the pollution in the bay comes from farms, more must be done on farms to minimize their negative impact on water quality. More must also be done by developers, municipalities, and individuals as well. An examination of the sources of pollution can inform decisions about what should be done. So just where does the pollution in the bay come from? Data indicates that agriculture is in aggregate the greatest source. Sources of phosphorous in the bay are as follows: agricultural chemical fertilizer and manure 45 percent, urban and suburban runoff 31 percent, municipal and industrial wastewater 21 percent and natural sources 3 percent. Sources of nitrogen are: agricultural manure chemical fertilizer and atmospheric deposition 43 percent, atmospheric deposition-mobile, utilities and industry 20 percent, municipal and industrial wastewater 20 percent, developed lands 11 percent, septic systems 5 percent, and natural deposition 1 percent. Some 60 percent of sedimentation is from agriculture while natural sources and urban/suburban runoff account for 21 percent and 19 percent respectively. From the data it is dear that farms must be a large part of any effort to solve the problem That said, most farmers on their own do not have the resources necessary to fully address the problem. Society at large benefits from farms and so it is right that it help farmers address the problem. Most farmers in the Chesapeake Bay watershed will require additional assistance from government to have the resources to be able to do the right thing. Improved practices by developers, industry, municipalities and individuals must also be put into practice to improve water quality as projected population growth in the watershed will place additional pressure on the bay. It is estimated that the population of the watershed will increase 30 percent by 2030 from a 2000 baseline. All the related additional car emissions, parking lot runoff and fertilized lawns will add pollution to the bay. The expended population will also lead to the need for more wastewater treatment facilities. Impervious cover could also increase 60 percent in the same time frame, leading to greater storm water runoff and related pollution, if current trends continue As a result, focus must be placed on pollution generated by increasing population and associated development as well as pollution coming off farms. A further point is that about half of the airborne pollution that reaches the bay comes from outside the bay’s watershed indicating that a broader region may need to be included to fully address the problem. There are already signs that continued deterioration of the water quality of the bay could lead to increasing danger to human health. Davis, Jr., was sworn in as Commonwealth’s Attorney of Rappahannock County on Monday December 28 by James M. Settle, clerk of the county. Mr. Davis replaces J. W. Price, who did not seek re-election to the office. Mr. Davis is a graduate of Randolph Macon College and of the University of Virginia School of Law. He served as Commonwealth’s Attorney for Rappahannock from 1941-1948, taking a leave of absence to serve with the U. S. Navy during World War II. The Passage will be a trail for hiking, biking, and horseback riding and will include a car tour as well. Trail heads will be located in and near the villages of Amissville, Woodville, Sperryvifle and Chester Gap. High levels of fecal bacteria were reportedly responsible for no swim advisories at 31 beaches in the bay last year. We must remember that we all live downstream in some sense. Restoring the health of the bay is in all of our interests and in the interests of future generations. All of us should act as proper stewards of the environment and pass on to the next generation a world at least as good as we found it. This should not be a partisan political issue. She has done an excellent job, but also she has accumulated so much institutional knowledge over the years, both as clerk to the court and to the Board of Supervisors. That and she came to the job already being so familiar with the history of this area.” Bruce grew up in the county, attending elementary school in Sperryville and high school in Warrenton, Her father was a farmer, her mother a teacher whose parents and grandparents lived in what is now Shenandoah National Park. When she was first appointed to the post in 1977 (see photo on Page A4) she told the Rappahannock News she had, after getting a business-administration degree from Longwood College, spent a decade teaching school and living all over the country - “from Leesburg to California” - before deciding to return to here permanently. “I would have to say it has been a gratifying experience,” she said last week, “and an honor to serve the people of Rappahannock County. Since then, the couple has been “officially” retired, but both have been spending time on community projects for most of the last decade. “There’s no limit to what you can accomplish if you don’t care who gets the credit.” That’s Hal’s motto, to quote Beverly. On a typical day, he might drive his familiar gold Tacoma pickup (the one with the Virginia tags that read: "VA TAG”) to Front Royal to pick up a load of venison from Hunters for the Hungry to deliver to the Rappahannock Fo^d Pantry, which he was instrumental in locating in the county The food pantry is a distribution center for the Plant-a-Row food-dona tion effort he also organized. A place where anyone in the county who needs food can come and get some, the food pantry and Plant-a-Row effort this year attracted more than 300 volunteers and donors. Hal serves on the board Qf the Fauquier Community Action Committee, parent of the local food pantry. Hal also has worked on historic preservation, marshaling funding and public support for the Virginia Department of Historic Resources’ 2002 survey, for the Laurel Mills historic district and the Scrabble School’s restoration into a senior center and black histoiy museum. This year, he prepared the application for the Historic Resources departments recognition of Flint Hill and F.T. Valley as historic districts. A founding board member of the Rappahannock County Conservation Alliance (RCCA), he received the RCCA’s 2009 Lifetime Achievement Award this past fall. Beverly Hunter was, for 45 years, a professional researcher and manager in the fields geospatial technologies (GIS mapping) and of high-tech teaching and learning systems. In 2005, her work with hundreds of volunteers and experts led to the creation of RappFLOW, which monitors and protects watersheds in and around Rappahannock County. She helped establish RappFLOW as a public charity and helped develop the organization’s goals and grant applications. Her work in water quality issues with the county and the Culpeper Soil & Water Conservation District has led to, among other benefits: • creation of a Water Quality Advisory Committee that reports to the Board of Supervisors on matters related to water supplies and water quality; • a comprehensive study of 26 watersheds in the county, including 43 maps, based on five years of research; • creation of the vegetated stream buffer and rain garden along the Thornton River at The Link in Sperryville. Since 1998, she has been creating a digital database of several dozen layers of Rappahannock County data, including topography, geology, soils, land cover, streams, flood plains, roads and easements. She has used those layers to create hundreds of maps for individuals and organizations, including the county’s magisterial and zoning districts, hunt club territories and historic districts. Her work in GIS led her to help obtain private grant money to build a GIS lab and course at Rappahannock County High School. The Culpeper Soil & Water Conservation District named Beverly Educator of the Year in 2006. This fall she was designated Citizen Leader of the Year by the RappahannockRapidan Regional Commission. Together, Beverly and Hal are also regular contributors to other nonprofit efforts in the county.
