Any question to the contrary, there is no doubt of the nation's ability to pay-as-you-go for a rearmament program of the size outlined by President Truman provided all non-military Government expenditures are cut to the bone, according to an analysis of Federal taxation and spending records of the last war re-interpreted in terms of today’s conditions.
