issued Executive Order No. 19469, which amenled {Selective Service Regulations and established Aug, 25, 1953 as the deadline for presenting evidence to the local board of a child in being or a'certificate attesting the wife’s pregnancy. The change in Regulations was announced forty-five days before its effective date. It was given wide-publicity in the press of the Nation and over the radio and television networks in an effort to make sure that all Selective Service registrants were aware of the impending change in regulations.
