Federal Government to fin*, ance internal improvements in? eluding highways had been assumed by the Congress rather than granted by the Constitution and that it should, therefore, be exercised with caution. 1 - in a speech prepared for delivery - on the floor of the Senate, Robertsron referred to the recent Clay Commission .report and President Eisenhower’s message to Congress proposing an expanded highway improvement program and said: - “I deliberately have chosen to make these* remarks before I have had an opportunity to examine * I bill to implement the President’s i recommendations because I wanted to deal with principles rather than any specific legislation.” * ‘
"Each proposal should be carefully weighed not only from the standpoint of the benefits - it promises to our generation, but also from the standpoint of the • ultimate effect it might have on our cherished institutions. A Con. stitution of all sail and no anchor _ means a government wrecked on ‘ the rocks of a loose fiscal policy.”
