ton. The Federal Government has no magic source of wealth. Any money coming from Washington has to be collected first from the taxpayers, in Virginia and elsewhere.

Under the Kelley Bill, for example, Federal taxes "would hplp pay us a.so-called Federal grant of about $9229,000 a year for school construction. But we would also be called upon to help pay through our taxes for an annual “grant” of about $32,238,000 a year for schools in the State of New York.

If it should be established that Virginia’s school facilities are inadequate, I believe the remedy would lie closer than Washington. I am not convinced that we must resign ourselves to an increasing measure of Federal control over our education. Experience has shown that ■ this control, in one way or another, invariably follows Federal money.
