Whether or not |s.uch a provision is in' any school construction bill eventually enacted (by Congress, I think it probable \ that Federal money eventually will be denied to segregated schools. This development could come by the administrative edict of a Federal bureaucrat or a Federal Court order. The reliance would be on the Supreme Court decision.
In other words, we are likely to see a promise of Federal money to build schools used as another lever in the attempt to force integration op our Virginia schools.
