As this is a Federal program. Washington will decide whether Virginia is “lagging” or not.
On the other hand, in the committee report on the Kelley Bill, there is this language:
“In order to participate in this program, a State is required to submit to the United States Commissioner of Education, through its State educational agency, a State plan setting forth a program under which the plan will be administered.” . .
Washington will decide whether Virginia’s plan is a good plan.
And again,1 the committee report states this: ,
“A State must provide assurances that the schools built under this title shall be subject to the provisions of the Davis-Bacon Act, including the fixing of wages by the Secretary of Labor.”
Washington will decide how much the workmen should be paid to build the new schools. *
