WASHINGTON — The complexity of Federal budgeting nowhere yinvolves such potentiall critical decisions as in the field of national defense. It is understandable. therefore, that the House of Representatives, in acting on the $39.3 billion budget for the Defense Department, followed the recommendations of. its Appropriations Committee. There was little disposition to tinker with the specific expenditure^ during the floor debate.
The tremendous growth of the Federal Government in a quartercentury has increased drastically the responsibilities of the appropriations committee of the Congress. Operating through specialized subcommittees, they must consider individually thousands of budget item* submitted by the President, and ultimately recommend whether the estimates should be accepted, increased or reduced.
