“It is with deep gratitude to Soil Conservation Districts, and to all of the agricultural agencies and organizations, and to the Virginia citizenry as a whole, that I express appreciation for the noteworthy progress that has been made in conserving and developing these indespen sable natural resources. Much progress has been made. But let me remind yop that we must continue to move forward in this program of natural resource conservation at an increased pace. As our population increases, the pressure on these resources that are so basic to our economic and social development mounts. It is, therefore, imperative that all of our citizens, urban as well as rural, appreciate the importance of these indispensable resources and join hands in helping to protect and conserve them.”
