DIVIDEND WITHHOLDING — “I believe that all sho Id share tax burdens equally. Under the present system, many who are in a far better position to pay taxes are not paying taxes on dividends. This throws a greater burden on those who pay taxes through payroll withholding. Frequently, these are the people who are least able to pay. However, I do not at this time support the K ennedy Administration bill for withholding taxes on dividends and interest. I am in favor of waiting to see if the Department of Internal Revenue electronic computers are adequate enough to expose that minority of taxpayers who are dodging payment of income from dividends and interest.”
MEDICAL CARE FOR THE AGED — “None can doubt the need to provide medical care for the aged. I do not believe that the ‘Kerr-Mills’ or the ‘King-Anderson’ bills are. adequate to meet this need. The problems of medical care for the aged are complex ones, and there are no simple answers to complex problems. At this time, I am holding up any legislation until private insurance companies are given an opportunity to provide the solu' tions for the problems of care for the aged. If private insurance companies are not able to solve the problems, then I would be in 'favor of a compromise bill similar to the one suggested by Congressman Burr P. Harrison.”
FARM POLICIES — “I would like to see farming rid of all government controls, for I believe this is in keeping with the best traditions of the free-enterprise system. But, if this cannot be done, I would like to see more cooperation among farmers in order to best develop the resources of farming. If we have industrial development on a local level, then we should have agricultural development on a local level. I would like to see farmers work together in some way to expand their market for agricultural products. There are many ways the new congressman from the seventh district could help farmers. For instance, he can work for reduced freight rates on grain shipments into the district, and he can work to develop better export markets for agricultural products. There are other ways also, which should be explored.”
CONSERVATIVE FISCAL POLICIES — “I am in favor of more than a balanced budget. I am in favor of an ‘unbalanced budget,’ in order that we may apply surplus funds to reduce the national debt. At the same time, I am in favor of maintaining strong military forces and s pporting foreign aid where it is necessary to secure our position in the free world.”
