Bill On Foreign Aid
Washington - Representative John O. Marsh, Jr. has offered in Congress a bill to prohibit economic foreign aid to any nation which adopts trade policies discriminating against the United States. Specifically, the bill would bar economic assistance to a country if it gave the products of the United States--either agricultural ormanufacturedless favored tariff treatment than it gave to any other nation.
The 7tb District Congressman said his bill was an outgrowth of the experience the American poultry industry had with the European Common Market, which applied high and discriminatory duties and other fees after the United States had built up a substantial market for its poultry in Europe. He emphasized that the proposed legislation would not affect the Common Market problem, because the United States has not been giving these countries economic aid in recent years. He said, however, that he thought such limitation on economic aid might forestall other, nations now receiving our assistance from placing unreasonable restrictions on the admission of American products. The Marsh bill was referred to the House Committee on Foreign Affairs.
