Approximately 30 million dollars was recommended by the Governor to provide funds to the localities for public education in line with the standards of quality that the legislature has adopted as an immediate goal for all public school systems. I am in favor of appropriations of approximately this amount, but the Governor has recommended changes in the formula for the distribution of state school funds to the localities which will have to be scrutinized closely by the legislature.
THE Governor also adopted the recommendations of the legislative committee for salary increases for most state employes in line with making such salaries competitive with similar positions in private business and industry and I support these objectives. I also support the proposals for approximately 14 million dollars for mental health and hospital programs and approxpital programs and approximately six million dollars for the building of a new penitentiary in Mecklenberg County to replace
