illegal to operate a motorcycle on a Virginia highway if it was originally equipped with brakes on both wheels and if the system has been altered by “removing or disconnecting any of the brake system components from any of the wheels.”
Colonel Burgess said this portion of the law is desirable because of a tendency of some motorcycle owners to remove front wheels, extend them by means of elongated forks and, in so doing, not re-' place the front wheel portions of the brake systems.
