JoAm Wharton, center, was crowned queen at the Washington carnival in a ceremony Friday night. Last year’s queen, Susie Estes, performed the ceremony while runnerup, Frances Gray, looks on. The weather was not conducive to carnival activities so prize presentation was carried over until Thursday night, tonight. JoAnn is the daughter of Mr. and Mrs. Thurman Wharton of Washington, Va.
