THERE has not been sufficient study and thought given to the priorities and most urgent needs for capital improvements. Forexample, enrollment in the colleges and universities has begun to level off and present indications are that enrollment will decrease in the years beginning around 1980. Obviously, it would be unwise to embark upon a building program that could result in over-capacity at some institutions of higher education.
Basically, this is a time when the state government must live within its income and we should not add deficit spending by the state government to the increasing deficits of the Federal government which have contributed so much to the aggravation of the economic problems now facing the country.
