WHEN an estimated 660,000 truck, tractor, trailer and motorcycle owners buy 1975 license plates in March, it will be the last gasp for the traditional onemonth license renewal, according to the Division of Motor Vehicles, because all “miscellaneous” vehicles will then join passenger cars in the successful staggeredmonth, decal system.

Commissioner Vern L. Hill stresses that procedures will be identical to the introduction of passenger cars to the decal system two years ago. Renewal applications have all been mailed, each with space allotted for owners to indicate a convenient month for future annual renewal under the staggered system.

“THE FIRST step” says Hill, “will be for owners to buy 1975 license plates during the period, March 1 to 31. These plates will be issued without decals, will be valid for one year, andowners will
