IT IS undoubtedly extremely tempting to view all rural zoning problems as unique and distinctive and deserving of special consideration. But that approach doesn’t do much for the concept of zoning controls in general, and it is the broad responsibility that must be kept in sight at all times. Start making every case a “precedent,” as they say, and you don’t have a body of rules and regulations, you’ve got a law so riddled with loopholes that it is worthless, and the county is left more helpless than ever before the designs of speculators and get-rich-quick artists who don’t care a fig about Rappahannock’s past and present beauty, its heritage, or its future—except where they stanc to make a killing.

Often, an impartial evenhanded treatment of each applicant appears unduly harsh, in the light of the special circumstances that accompany each request. But for the good of the county, this is the way the zoning and subdivision control ordinances must be applied.
