Population growth within the State is now occurring at a faster rate in many rural or semi-urban areas than in large metropolitan areas. For example, Madison. Orange and Culpeper Counties grew at a rate of 12.2 per cent, 12.3 per cent, and 8.8 per cent respectively while places like Richmond declined by 1.8 per cent, Alexandria 2.4 per cent and Arlington 12.1 per cent.

RAPPAHANNOCK County experienced the smallest population growth of Planning District Nine with a 5.5 per cent increase. Fauquier County growth rate was 6.7 per cent.
