LOUDOUN County is beginning to experience a classic subdivision headache which is bound to get worse as time goes on. The situation arises like this:
A developer comes in and promises the moon, and for awhile it even seems that he is prepared to make good on the promise. Streets are paved, drainageways installed, median grass strips .kept mowed and neat, sidewalks laid down. (This is an extreme case of a “good” developer, remember; some of them fight the addition of any “amenity,” tooth and nail.) But what happens when the “good” developer sells all his lots or houses? He moves out, leaving a whole batch of new problems for the local government to deal with.
If a homeowners association was formed when the neighborhood was just beginning, it is often without adequate resources to deal with the magnitude of the problems dumped in its corporate lap.
