TRASH disposal is “one of the biggest expenditures that any government will have in the next few years,” maintained Foreman, as regulations become more and more stringent. He claimed that laws have gotten stricter each year over the last five years in accordance with Environmental Protection Agency guidelines. In policing landfill operations, Foreman relies on the threat of revoking an operator’s license to force compliance with regulations. So far, he said, it had not been necessary to take a violator to court. \ targe part of enforcement problems has been caused by the difficulty in determining whose responsibility the landfill operation is, Foreman said. “Local counties have to stop passing the buck and take care of their own problems.” In his opinion, Rappahannock County is only “postponing the inevitable” by opting in favor of a privately owned landfill rather than one owned by the county.
