involved are currently zoned commercial and the developers couldn’t put up apartments or townhouse units that would be sold. “I’m not a zoning lawyer,” said Moore, and “the Rappahannock ordinance is complicated; I don’t know whether we would need a permit or an amendment. ” He added that he thought something “more positive” than a special use permit was needed from the developers standpoint.

EIGHTY percent of the anticipated business for the Rappahannock area would be “day-hop”, according to Moore—skiers who come out in the morning and go back to the metropolitan area at night. He described his aims as attempting to achieve “the good aspects of a carnival without the bad.”

But before taking the gamble to re-open, Moore said he wanted assurances that the people of Rappahannock are enthusiastically for the venture. “We want support not neutrality,” he concluded.

He noted that a decision will have to be reached by March or April. In the meantime, he invited all interested citizens to accompany him on a walking tour of the property to see what is planned for where. The hike is scheduled for Saturday, December 4.D
