once-rural county on the way to becoming just another developing county with skyrocketing problems—and those tax bills.

It doesn’t seem so bad when it’ just starting. A house going up here, another one over there. The fields still seem to be vast and unspoiled, the mountains serene and introubled.

But then you might step outside of a balmy evening, to take the breezes and admire the stars, and notice that little house lights are blinking over the landscape, as far as you can see. It’s not the same inspiring sight as those twinkling stars.

THE MOST obvious lesson to be learned from Miss Dahlgren’s research is that people who love Rappahannock County cannot afford to be complacent, to think that “it won’t happen here.”

And the second point is one she also made, that better, more coordinated record-keeping of building activity is needed. Otherwise, things could get out of hand before anyone knew what had hit them. As a matter of fact, it’s pretty close to that point already. □
