On July 3.2008. Columbia Gas of Virginia, Inc. ("Columbia Gas" or tha "Company-), DM an application with tha Stata Corporation Commission (‘Commission") requesting authority to ravisa its tariff to implamant dekvery standards and nomenclature in tha Company's tariff, conslstant with tha correspondlngulellvery standards and nomenclature of tha thraa intarstata pipallnas interconnected to tha Company's distnbution system Tha application furthar requests that tha Commission approve tha Company's proposad tariff revisions affactiva Saptambar 1.2008.

As explained m tha Company's application. Columbia Gas takas dallvary of natural gas from thraa intarstata pipalina companies, including Columbia Gas Transmission Corporation ("TCO"), Dominion Transmission Ineorpn* ratad ("DTI"), and Transcontinental Gas Pipa Lina Corporation ("Transco"). Each of tha intarstata pipelines has standards and rotated nomanclatura spoctftc to tha transportation of customai ownad gas on thair systams Tha standards dictate tha location on aach systam whara a customer's gas is to ba received and dallvarad by tha intarstata ptpalina.

Tha Company's proposad tariff ravisions generally raplaca tha existing nomanclatura with a smgla common term of "Upstraam Pipalina Scheduling Point" or "PSP* A PSP is dafinad as "(i) tha smgla dalivary point or sal of dallvary points groupad or dasignatad by an up* straam pipalina for purposas of schadullng gas suppllas for dallvary by such upstraam pipalina. or (il) tha singia dalivary point or sal of dalivary points groupad or dasignatad by Company for oparationa! purposas"

According to tha Company's application, tha ravisad tariff languaga Is nacassary to ansura consistency be* twaan tha dalivary standards and nomanclatura sat forth hi tha Company's tanff and tha tanffs of upstraam interstate pipallnas. Tha proposad tanff ravisions ara also prompted by TCO's proposal to implamant changes to its Master List of Interconnections ("MLIs"). filed with tha federal Energy Regulatory Commission (“PERC") on June 5. 2008 Under TCO's proposal, tha number of MLIs. or delivery points, on its systam for scheduling and opera* tional purposas will ba increased TCO's proposal will also increase tha number of Mils m tha Company's service territory from six to sixteen and affect tha supply scheduling process of tha Company's transportation customara and competitive service providers
