One day a man in New York City, name of Frank Schwartz, carried a tape recorder when he left home. He recorded street sounds, neighbors' complaints, conversations with policemen, everything.
For who-knows-howlong he carried the tape recorder wherever he went. He accumulated thousands of tapes, filled with even more thousands of hours of New York City as he encountered it in his daily life.
All of those tapes are lined up in orderly rows at the Library of Congress’ Packard Campus on Mt. Ftmy. which overlooks the town of Culpeper on the southeastern side, at the intersection of routes 3 and 522.
