The second: “Needed—A New Water Low in Virginia.” A copy of a broadcast by Dr. H. N. Young, Director Virginia Agriculture Experiment Station, who was asked by the Governor’s legislative advisory committee to make a study of water useage problems which is as fllows. -
1. Drainage Area. The basin drained by the streams contributing to the reservoir shall be run out to determine the area. Dependable topographic maps when available may be used for this purpose.
2. Structures. All drainage structures conducting the effluent from*the ponds through the highway fills shall be adequate to carry the maximum discharge from any flood originating in the 4rain^— age basin. The structures shall be so designed and constructed that the maximum high water from any flood shall not be higher than three feet below the crown of the highway at its lowest point adjacent to the pond or its basin. No moveable gates or ^valves will be permitted. _ ' 1
3. Roadway Fills. All highway embankments which serve as dams — to impound water in the farm ponds shall be critically examined to determine their suitability for this purpose. If found to be of doubtful stability, permits will not be granted, unless or until, the fills are strengthened or stabilized to the satisfaction o£ the Commissioner and at the sole expense of the petitioner. *
4. Landscaping. All of the area to be impounded within sight distance of the highway shall be cleaned of all trees and bushes, and the shore line shall he left in a neat and presentable condition.
5. Engineering. All measurements, calculations, design, and construction shall be performed by or under the supervision of the engineers of the Department of Highways, andtheir decisions— shall be final. * * 6. Cost. The cost of all work ' and appurtenances incident thereto required for the construction of farm ponds shall be borne solely by the petitioner, less the amount which department would have to spend for drainage structure if spillway had not been built. 7. Bond. The cost of the work contemplated shall be estimated by the Engineer of the Department of Highways, and the petitioner shall furnish bond to cover said estimate before work is started. Any balance of this amount not expended by the Commissioner shall be reimbursed to the petitioner.
