We heartily approve Governor Stanley’s decision to use State funds instead of the pittance the Federal Government has made available for conducting a state survey on education in preparation for the White House Conference requested by the United States Department of Health, Education and Welfare. Maybe this department, made to give 'Mrs. Hobby a lucrative job, will eventually get around to doing some good. GoY. Stanley’s view on this survey was: “I believe a Virginia * conference can serve useful pur- poses in promoting better understanding and support of our educational system, but I am of the opinion ouj conference should be • planned*' conddSted and financed from our own resources.” The Governor’s attitude seems to be that 'he who pays the fiddler will call the tune’;
