It would control the' routing and design of the highways and, presumably, would set up a licensing, or concession, system with respect to the public facilities to be provided along the roads. •
The present Valley Pike, in such circumstances, could become “a "side road”, and the effects on business and property values would be incalculable. •
Congress did not act on the Clay Commission scheme. Instead, the Senate passed the Gore bill and the House considered, but rejected, the Fallon Bill. Both placed emphasis on additional money for the National interstate System.
The difference between the original program of President Eisenhower and the alternative highway bills so far considered in Congress is that the former would give the Federal Government absolute control over construction in the National , Interstate System, while the latter would allow the Federal Government to establish standards, as at present, but leave to the States the decision as to whether Federal money was to be requested for a particular road.
