In the development of the national party convention, it became usual practice to select Vice Presidential candidates with ait eye to political geography. The second most popular man in the party has no paramount claim on the nomination, and a relative unknown often turns up on the ballot as a prospect for the position that stands only a heartbeat away from the Presidency.,
After the voters have made their choice in November, we know which Presidential nominee is more popular. We do not know what the voters think, though, about the comparative merits of the Vice Presidential nominees.
Under my amendment, the voter could do something about it if he favored the Presidential nominee of one party but found . his Vice Presidential running mate decidedly inferior to that offered, by the opposition party.
I believe the value of the amendment would lie in the mere existence of the possible choice, rather than in its possible exercise, as the political candidates would have to run Vice Presidential nominees on their individual merits* and not as shadows of the Presidential candidates. The more careful selection of nominees would give the Nation better insurance against* unqualified leadership in an emergency.
Let me emphasize’that I am not optimistic about favorable action on the proposal. It is doubtful that the leaders of either major party would welcome this threat to the pattern of convention deals and geographic considerations which so often has been used in the naming of the Vice President.
But the present system of electing the Vice President is bad, and I think there should be agitation until we get a change for the better.
