With the States hard pressed to scrape up their own shares of the huge interstate highway program, there has been little enthusiasm, either tfor his recommendation that the federal gasoline tax be raised from 3 to 4% cents in order to keep the federal spending on this program on schedule.
The most reasonable forecast at the moment, therefore, is the gloomy one of continued deficit financing for the Federal Government - - moi*e borrowing by the Treasury at increasing rates, which taxpayers and their children and grandchildren will have o pay.
Some of the so-called fiscal experts who prefer not to fact- up to the distasteful job of cutting down sharply on non-defense spending now have come up with a new sugar coating which they suggest could make spending in excess of income more palatable. This prescription is called the “capital budget”, and it sponsors contend it makes deficits disappear.
The idea is to set aside billions of dollars of annual federal spending under a bookkeeping heading of "investments” and not ’iclude them . among the expenses listed in the regular budget. Money spent ori construction of post offices, dams, federal office buildings, etc., would not be listed as “spent”, for example, but merely as “invested”.
Then, this reasoning goes, if w« managed to balance income .and outgo with respect to the regular day-to-day housekeeping of the Federal Government, it wouldn’t make much diffemce in the budget picture what we spent on such capital improvements as public works.
