In the early days of the „ war, President Jeffersoh Davis realized the great need of instruction for midshipmen, The great naval powers of the earth were giving particular caie to the education of their officers, more than tvSt now, as great changes were being introduced in every field of naval warfare. j

Officers were appointed from civil life_often not even possessing the vocabulary of their profession. Often they were sent to vessels or batteries where it was impossible for them to obtain a knowledge of its most important branches, which can be best, if not only acquired by methodical study.

To meet the need, the steamer Patrick Henry was fitted up and organized as a school-ship and anchored in the James River. From this school came the officers of the Confederate Navy. But it takes time to tiain naval officers for effective service especially jn a foreign land and the young officers and the crew of the Rappahannock became much discouraged.
