“I am a lifelong Democrat,” Mr. Phipps said. ‘‘I have worked hard for the party on local, state and national levels. I am not committed to any candidates. Individually and as a newspaperman, I intend fully, now and in the future, to support the nominees of the Democratic party.”

Mr, Phipps is publisher of The Fauquic; Democrat, Warreirton, president of The Loudoun TimesMirroi, Leesburg, and publisher of a farm magazine, The Livestock Breeder-journal, published at Warrcnton and Macoi^Ga. He is a member of the Fauquier County Democratic Committee, and the executive committee of the Virginia Democratic Central Committee. He is a former member of the Fauquier County Board of Supervisors.

“It is premature to discuss a campaign,” Mr. Phipps said. “But I stand 100 per cent for the sovereignty of the States, including the State’s right to operate its public school system as it sees fit.”

Mr. Phipps has played a prominent role in many civic, farm and charitable organizations. He has a commercial cattle herd and thoroughbred breeding establishment at his kockburn Farm, Rectortown. He is an (Episcopalian, and is married to the former Lady Phoebe Pleydell-Bouverie. They have two children.
