After repeated setbacks the Flag Officer wrote his commanding officer that the French Government’s action in detaining his ship was “unexplained and unjustifiable’’— that he and all those connected with the Rappahannock had violated none of the laws of neutrality— nor the lights of hospitality.—that all of their actions since entering the harbor of Calais had been open and above board, with the full authority and knowledge and consent fit the authorities of Calais.
The officer and crew of the Rappahannock felt that they had selected a splendid place to meet the Geoigii—"a fine cut of the way harbor on the coast of Morocco.secure from the notice of all Europeans’’ and when they were prevented again from sailing after several attempts they were very disappointed and demoralized.
There was sickness among the men_a shortage of coal, even at the highest price which was always paid in cotton.
All transactions, were based and dependent upon the cotton belonging to the Government. Transacting business was most difficult, and consumed much time. In addition there were the usual and ever • present and dishonest “War Contractors”, “Special Agents”, “Political Favorites” with their special axes to grind. -These, ever ready to feather their nests, in times of war at the expense of those who “bore the burden and heat of battle.” It had ever been thus.
A shipment of clothes, that had been looked forward to with great interest, was received—was found too small for the men and couldn’t be used by them! The seamen asked to go home— to be transferred. A few reached home—tnanv never did.
