Mrs. Katherine B. Oettinge^ chief of the Children’s Bureau of the Department of Health, Education and Welfare, has been appointed the nation’s chief for family planning services. Mrs. Oettinger maintains a home in both Washington, D. C. and Washington, Va. Mrs. Oettinger has headed the Children's Bureau since 1957. HEW Secretary John W. Gardner said a major reason for appointing Mrs. Oettinger as the family planning chief was the speed with which the Children’s Bureau put into effect the Department’s family planning policies that he outlined in January 1966.
