Highway Planning
Rep. John O. Marsh, jr. objected last week to two administrative regulations proposed by federal agencies-one dealing with interstate highway planning and the other with administration of manpower programs, including unemployment insurance 'and re-employment services.
In both instances, the 7th District Congressman supported expressions made to the federal agencies by the responsible authorities of the Commonwealth of Virginia- the State Highway Commissioner and the State Employment Commissioner.
In the highway matter, State authorities have taken the position that the proposed new regulation would diminish State control over the routing of highways. The proposed re-organization of the Manpower Administration, in the view of State officials, would reduce the administrative authority of the Virginia Employment commission in
