“While I do not favor as a rule, ex parte expressions in such matters, I am impelled to express by substantia] concern in regard to the proposed federal regulations on public hearings for highway locations and published in the October 23, 1968, issue of the Federal Register.
“It seems to me that there is implicit in these proposed regulations a substantial and unwise extension of federal control over specific locations of federal-aid highways which is inconsistent with the historic role of State Highway Departments in these determinations.
“I do believe that there would be a most serious disruption of the national highway program if regulations substantially along these proposed lines were placed in effect. For my own part, it would be my expectation to join in a Congressional effort to
