“MR. E. B. BOYNTON, Chairman of the State Air Pollution Control Board, has asked that I reply to your letter of March 13, 1973, concerning the American Viscose, Plant of FMC Corporation located in Front Royal, Virginia.
“On November 14, 1972, a public hearing was held in Front Royal, Virginia, to determine if the odor present in that area was objectionable and, if it was, who was responsible. As a result of that hearing, a determination was made that the odor was objectionable and constituted a violation of Section 4.06.00 - ODOR - of the Regulations for the Control and Abatement of Air Pollution.
“On December 12 1972, the Board requested a control program designed to bring the emissions from the FMC plant into compliance with Section 4.06. 00. Such a program was submitted to the Board on February 9,1973.
“THE BOARD is meeting in House Committee Room 3 at the State Capital in Richmond, Virginia on Monday, April 2, 1973. Representatives of FMC will present to the Board at approximately 11 a.m. technological data concerning their program.
“Your letter of March 13, 1973, will be entered into the record as a portion of that meeting.
“The meetings of the State Air Pollution Control Board are open to the public and citizens are encouraged to attend.
“Mr. Boynton has asked that I express to you his gratitude for your interest and concern ini the problems of air pollution.
