On ‘expertise’
PUBLIC RESPONSE has been forthcoming to the Board of Supervisors’ complaints about compulsory programs dictated by state and federal governments, as indicated by the last meeting of the Board and by the Letters to the Editor. Since comments are coming in, we feel no shyness about putting in our own two cents’ worth.
For instance—It seems to us that there is a difference in “expertise” and “bureaucracy,” and that the difference should be kept foremost in mind at all times, by both public officials and members of the public. It is one thing to be competent in a given field, to be able to quote chapter and verse in support of this or that program or policy, and it is quite another thing to order, force programs and policies simply because you have the authority to do so, or because you have better access to the purse strings.
