DURING the summer months—the traditional vacation period—millions of young Americans look for work. Many do not find summer employment because they lack the necessary skills, occupational restrictions created by their young age, and scarcity of jobs.

This summer, the Neighborhood Youth Corps came to Rappahannock County for the first time to help create employment for youths 14 to 20 years old of lowincome families.
