VIRGINIANS5 everywhere can sympathize with Governor Godwin’s dilemma in trying to balance the state’s budget at a time when revenues are falling short of what was anticipated, and they can appreciate keenly his determination not to raise taxes. But it is not so easy to understand why he chose to take such a big bite out of what the state sends to localities for support of education, in his efforts to economize.
According to one report, the Governor said it was either that or firing a lot of state employes. If it were truly a choice between bureaucrats and education, it’s our guess that many Virginians would have made a different choice.
