“THE PRIMARY focus of the (district land use) plan is to protect the agricultural resources of the district. (Agriculture) gives the district its scenic character and is also its primary industry. The district made it through the last recession relatively well. And I think the reason is that agriculture is such a stable industry.

“Other than this, we would like to see additional growth in the recreation industry, both around the Shenandoah National Park and in the Lake Anna region. The district as a whole has a severe lack of local parks and regional parks. There are funds available to local governments to purchase recreational facilities. These funds are available on a basis of need first and next on whether the local jurisdiction has some sort of a plan for recreational parks. Oestreich said the district planning staff is always ready to help local governments “get into something like this.”

“We would encourage the district to preserve its historical character, though I’m not a supporter of that very restrictive zoning that tells people what color to paint their doors...
