IT IS one thing to want to achieve more or less equal educational opportunities for all Virginians, no matter what part of the state they may live in, and it is quite another matter not to provide sufficient state funding to help achieve these standards. Local property taxes can be pressed only so far, and there are many indications, even in rural counties such as Rappahannock, that limits are being approached—if they haven’t already been exceeded!
Either the State of Virginia will have to stand more firmly by its own “standards,” in the form of adequate financial assistance, or the state w ill have to grant to localities greater flexibility in raising revenues. □
