VIRGINIA HAS a “Freedom of Information” law that spells out—with some amount of ambiguity, it must be admitted— the circumstances and conditions whereupon public officials may be allowed to meet behind closed doors. Taken strictly, these occasions are fairly restricted. Followed to the letter, there wouldn’t be many closed door meetings; the law simply doesn’t justify very many occasions when closed sessions can be held, legally.
