Does that stop anybody? It does not. Some Supervisor, or Town Councilman, will mumble something about “legal matters” or “personnel,” and reporters and the public will be shooed out of a meeting room, or the public officials will march into a nonpublic back room to handle the public’s affairs. And when they’re in those non-public premises, the matters for discussion quickly range to a much wider list of subjects than was described in the officially stated purpose of the meeting. More than one public official has admitted as much to this newspaper. They might start off talking about “personnel” or a “legal matter”— and even these permitted items for closed-door sessions have been legally defined a lot more narrowly than they’ve always been exercised —but then the talk ranges far and wide, from taxes to politics, from planning to assessments, from zoning to special permits.
