McNear said Massie was basically asking for ‘‘layoutapproval” in order to protect his investment and would have to improve the road before building under the new erosion control ordinance.
McNear quoted from county ordinances which state that grades of eight, nine and even 18 percent are acceptable for short distances. He said he’d been over the road in his Datsun pickup without difficulty, and it was the ‘‘best way to get up there.”
SUPERVISOR chairman Pete Luke referred to a memorandum from Zoning Engineer Fanning Baumgardner that the grades were steeper than 18 percent. ‘‘Eighteen per cent is not an absolute figure,” answered McNear, “it (the ordinance) says’ even 18 percent.”
