Luke thought Massie should have discussed the road with the proper county authorities before proceeding with any construction. “He’s spent a lot of money. Some of it might have to be undone. I see no problem with the rezoning but there are problems elsewhere.”
“Erosion and sedimentation application must be made ahead of time,” said Herbert Barksdale. “Application should have been made and approved before any action was taken.”
Luke suggested that the rezoning be approved with contingencies— that no land-disturbing activities take place until the county engineer and the Planning Commission review the plans in regard to the Erosion and Sedimentation Control act.
