to return the one cent sales tax to the local governments was going to raise an “historical problem” in the General Assembly. Mitchell suggested that neither proposal was the answer. _ Fairfax Supervisor Martha Pennino insisted that the executive committee of the Association of Counties had “looked at the broader perspective.” Citing the example of Scott County in the southwest section of the state, Pennino said that most of the 16,000 residents of Scott County go across the state line to Tennessee to shop and should the one cent sales tax be returned to the localities based on points of collection, Scott County would receive little new revenues. Also, she maintained, across the state, towns and small cities would not receive the revenues where the surrounding counties have encouraged shopping centers outside the municipalities.
BOTH the Association of Couo* ties and the Municipal League support legislation to allow local governments to impose a local surtax on the state income tax. Delegate Carrington Williams, representing the 18th District in Fairfax County, said the local option income tax presented the “most feasible package.” He cautioned that “to pass one tax in the General Assembly will be difficult; two taxes will be very difficult.”
